League On Call is designed to enhance board and CEO effectiveness. League On Call provides districts and colleges with experienced California community college professionals to work with boards, chief executives, and other campus leaders on a wide variety of governance and leadership issues.

The Art and Practice of Trusteeship
New and continuing trustees alike benefit from a review of the principles of effective trusteeship and board roles and responsibilities. Each session is customized to fit the specific needs of each board and CEO.
Board Effectiveness and Evaluation
Effective boards establish standards and goals for themselves and periodically review their performance. League On Call professionals help design evaluation processes, facilitate board analysis and review of the evaluation, and assist the board in creating meaningful performance goals.
Board Policy Role
Effective boards focus on their policy role to assure institutional progress toward policy goals. Workshops assist trustees in delineating policy governance and in identifying means to more effectively approach their policy-making and monitoring roles. District boards that are members of the League’s Board Policy and Administrative Procedure Service will further benefit from understanding the League’s approach to policy development and governance.
Community Connections
Boards act as both bridge and buffer between the college and the communities it serves. Boards represent multiple community interests and benefit from establishing constructive relationships with other community policy leaders. CEO and Board Relations
The board/CEO relationship is complex, multi-faceted, and paradoxical. League On Call consultants facilitate board/CEO dialogue to clarify roles, goals, and expectations to promote a productive board/CEO partnership.
CEO Evaluation
A primary purpose of a CEO evaluation is to bring the board and CEO together to review progress toward institutional goals and to clarify priorities and expectations. Boards and CEOs may desire external assistance in designing the process and facilitating the discussion.
CEO Search
A number of private firms assist boards conduct a search for a new CEO. League On Call consultants will help boards determine how to approach a search and what they can expect from a consultant, as well as provide a list of CEO search firms.
CEO Contract development and negotiation
When a Board initially employs a new CEO, the contract is an extremely important part of that process. Also, CEO contract renewals can be an effective means of confronting the chronic problem of high CEO turnover. League On Call consultants will offer the Board informed counsel concerning employment contracts that protect the District, treat the CEO fairly and professionally, and support sustained tenure of effective CEOs.
First-Year Experience
This one-year onboarding service provides consultation, training, and support to boards and new CEOs to establish a solid "First-Year Experience.” The service covers Board/CEO relations, orientation, district priorities, and formative, comprehensive, and summative evaluations.
Goal Setting
Boards, in consultation with the CEO and district leadership groups, are responsible for setting the policy direction by establishing broad institutional goals and priorities. League On Call consultants facilitate the discussions that fulfill this responsibility.
Leadership and Organizational Development
League On Call consultants provide skilled facilitation for workshops and retreats on leadership development, teambuilding, organizational change, communication, planning, envisioning, and mission and goals development.
Local Decision-Making Process/Collegiality in Action/Participatory Governance
In conjunction with the Academic Senate for California Community Colleges, the League offers technical assistance on collegial consultation and implementing the 10+1 regulations for academic senates to participate effectively in district and college governance.
