The Community College League of California Welcomes Two New Appointments to its Government Relations Team

SACRAMENTO, CA – The Community College League of California (League) is pleased to announce two appointments to the organization’s government relations team. Andrew Martinez, former Senior Legislative Advocate for the California State University (CSU) System, joins the League as the new Director of Government Relations, and Ryan McElhinney, Legislative Advocate for the League, will now serve as Policy & Advocacy Manager.  

“With these two new appointments, the League and our 73 member districts have two experienced, effective, and equity-minded advocates strategically advancing the critical mission of California’s Community Colleges,” says Dr. Larry Galizio, President and CEO of the Community College League of California.

Martinez brings a wealth of knowledge and higher education advocacy experience to this role. As Senior Legislative Advocate for the CSU since 2005, Martinez was the lead advocate before the state legislature on numerous policy issues for the system including labor relations, contracts, student affairs, public safety, auxiliaries and foundations, and athletics. Before joining the CSU, Andrew Martinez worked in the capitol for more than a decade. During his time in the legislature, he has worked for two Speakers of the State Assembly, along with the Chair of the Assembly Appropriations Committee. Martinez is a graduate of California State University Fresno and Moorpark Community College.

“Continuing my career with the Community College League of California as the Director of Government Relations is a tremendous honor. I am excited to start working with Dr. Galizio, and his team to ensure the continued success of the League and its 73 members,” says Martinez.

McElhinney has served as Legislative Advocate for the League since 2013. During his time at the League, he has worked closely with the Advisory Committee on Legislation to shape the organization’s policy agenda, represented the League at both the state and federal level, and advocated on behalf of California’s 2.1 million community college students. In his new role, McElhinney will be responsible for the analysis and review of legislation, strategic coalition-building and advocacy.

Both positions will be effective Monday, May 4, 2020.
